Psychological Operations
Civil affairs (CA) is made up of both reserve and active duty components. The 96th Civil Affairs Battalion is the only active duty civil affairs unit, it represents 4 percent of the U.S. Army's civil affairs force. 96th CA is capable of rapidly deploying one of its 5 regionally oriented companies to meet the need of initial CA support, with transition to reserve units beginning as soon as they are able to mobilize. The reserve component CA units are functionally oriented.

Each CA unit has specialized teams assist tactical commanders in their responsibilities toward the civilian population, prevent civilian interference with tactical operations, provide liaison with civilian governmental agencies, and help restore a friendly nation's legal or economic system. They are also capable of other civil functions such as assisting with fighting famine and diseases, feeding innocent victims of destruction, protecting legal rights, and insuring continued education of the young.
